The document that turns an approved idea into a funded, tenderable project — and the scrutiny it has to survive. A Detailed Project Report is what a state government, mission directorate or lender sanctions money against, so an entry-level B.Plan planner in a consultancy or SPV needs to understand both how its chapters are assembled and why they are challenged. This skill covers where the DPR sits, what it contains, the demand and cost chain beneath it, land and clearances, delivery and O&M, sanction, and the defects that later become overruns. It deliberately does not re-teach financial appraisal: discounting, NPV/IRR, development pro formas and sensitivity belong to feasibility-analysis and valuation-project-economics.
What you will be able to answer
A state mission directorate has sanctioned a 24 MLD water supply augmentation scheme in principle and asked your consultancy for the DPR. Your team lead gives you the cost estimate and the implementation chapters. What do you actually have to produce, and what will the appraisal committee push back on?
The cost estimate is not a number, it is a chain that has to be auditable end to end: a demand projection that justifies 24 MLD over a stated design period rather than accepting the sanctioned figure, quantities taken off the design drawings, and every quantity priced against a named Schedule of Rates with its year stated and escalation applied to the construction period. The implementation chapters have to say who builds it and under what contract — EPC, HAM or an annuity structure changes who carries the cost, time and traffic-or-demand risk — and who operates and maintains it after handover, with the O&M cost and the revenue or budget line that funds it. What comes back from appraisal is almost never the arithmetic. It is a demand projection nobody can reproduce, an SOR two years stale, land or forest clearance assumed rather than obtained, and an implementation schedule that starts from sanction date instead of from the last clearance — which is the same list that shows up later as a time and cost overrun.

A planner or project officer in a Smart City Special Purpose Vehicle (SPV) or urban-mission unit (AMRUT, PMAY), managing area-based development, project DPRs and dashboards. These SPVs hire B.Plan grads on contract, but openings are mission-cycle dependent and less common than the peak DPR-preparation years.
